JPEGs are not really suitable for HDR. A JPEG is only 8 bits, an HDR is more than 16 bits. That means you would at least need to have 10 JPEGs with one stop exposure difference, or 5 JPEGs with 2 stops difference. If RAW works fine, then HDR works as expected.
