If you export the same image with the same settings, but output to AVIF and than JPG XL, the headroom values of both images will be different.
Example:
AVIF = 15.419
JPG XL = 4.926
The image was the same edit for both exports, everything was the same except for the format. Maximize Compatibility was turned off, so gain maps were not added. AVIF headroom seems to vary per image, while JPG XL is the same for all exported images.
Preview.app with macOS Sequoia will show the headroom for each image.
