i have unistalled, reinstalled, turned everything off and back on, tried to go to an older version, I dont even have to click on anything after a few seconds it still gives me error message i have sent report. I am at a loss on what to do. It has been several days.

also photogshop is working fine and my computer is working fine. it is just lightroom

Meaningless, LrC is a far larger resource pig than PS.
Displays: 1) 1920x1080
sub 4K, in preferences, if you bring preferences up, do you have the option to use Graphics Processor on? Turn it off, sub 4K of no value, may actually break things. Mind, you, see below, you might not have a GPU, hence that would be off

The lack of info that LrC is reporting for the GPU causes me to inquire.

Perhaps a notebook, a tablet, or an All in One (low end)
Does it have a desecrate GPU or just the integrated Video Control?

In your System Info, you did not include the part about plugins, can you post a new copy, including the plugin section.

Reference 1 is a very basic troubleshooting document from Adobe. Probably first place to start.
One often mentioned step is to restore the preferences, this is in reality, deleting the preference file. LrC will create a new one when it is started. The instruction includes how to do so if LrC will not start. The preference file can get corrupted, leading yo buggy behavior. The bad preference file will survive updates, upgrades, un-installs, re-installs. Settings in preferences will get reset to defaults. That is not the reason to restore the preference file, just a nasty little bit that may annoy you, so be aware.
Another bit is plugins. Misbehaving plugins can ruin your day. Some are known as POS, Logitech Options comes to mind. That is why your plugin info was requested.
Also, the catalog, create a new catalog, see if the new catalog behaves.
