Help! My presets are not applying to photos in LRC 11.1 Release

I keep cliking on presets and they wont apply to my photos   😞 LRClassic 11.1

There are some presets which are partially compatible with the selected photo as not all of the settings of the preset can be applied to that photo. If you want to see the partially compatible presets, go to Edit > Preferences > Presets (Windows) or Lightroom Classic > Preference > Presets (macOS) and select Show Partially Compatible Develop Presets.

I check and uncheck that box and it doesnt matter. none of the presets apply. you can see in both screenshots. two different presets are selected and the photo remains the same.

What are the presets supposed to apply?
If you zoom in at 1:1, any difference with or without the presets?

When I run my mouse over the preset without clicking, it will show me the preview of the preset, but when I actually click it- nothing happens. I zoomed in at 1:1 and nothing happens.

First, try disabling GPU in the preferences (Preformance tab). Any better?

If turning OFF GPU works, it's a GPU bug and you need to contact the manufacturer or find out if there's an updated driver for it.
