Hi! I cant import photos to edit?

I am on a Windows Surface Pro and I always receive this error. Have tried rebooting, uploading less, uploading one, different album, different photos. It says 'some photos were not added', but no files are usually uploaded. Once out of many attempts it worked that 8 of 88 photos uploaded, a mix of CR2 & JPG and cant figure out whats going on.

Noticing the screen behind the popup, is that Lightroom Ecosystem (Cloud based) a.k. Lightroom Desktop?

Does not look like Lightroom Classic

It is the desktop lightroom but I'm unsure of how to tell what its called when all it shows is 'Adobe Lightroom'?
