I'm uncertain whether this effect was created using Lightroom or Photoshop. Assuming it was achieved in Lightroom, could anyone guide me on replicating this look? The blurred effect at the top and bottom appeals to me significantly.
I've experimented with the gradient blur and dialed down the 'texture', but it doesn't seem to mirror this particular look. Any advice or suggestions on this matter would be hugely beneficial!

You can use a Radial Gradient mask inverted, with Feather = 100 and Sharpness = -100:

You can use the gradient masks as john describes but the amount of blur you can apply that way is limited. Stacking multiple masks doesn't really work with the negative sharpness trick unfortunately. The example you attached is likely done using Photoshop indeed and is just a Gaussian blur filter with a double gradient mask. Very easy to accomplish in Photoshop. The idea is that this is supossed to look like a tilt-shift lens as was used on oldfashioned belllows cameras with a very skewed focal plane.
