During my trial of Lightroom CC, I couldn't figure out why I couldn't export with a watermark and find a clone tool and other editing tools. I figured that maybe it would change once I paid for the membership. Now that I've paid, I still can't figure out how to change from a beginner status to a more advanced status. I can't seem to use any of the tools I had wanted. Is there a special way to change my level?

If you really have Lightroom CC (and you don't have Lightroom Classic CC) then the tools you see are all you get. It sounds like you want Lightroom Classic CC, which is a different product, and is the successor to Lightroom CC 2015/Lightroom 6, which does have watermark and clone tool and many other editing tools not present in Lightroom CC.
So, depending on what you purchased from Adobe, you may or may not already have a license to use Lightroom Classic CC. What in the exact NAME of the package you purchased from Adobe?

There is nothing like that. As dj_paige already said, you may be looking to the wrong product: Lightroom CC while you want the features of Lightroom Classic CC. Depending on what subscription you took, you may have both already, or you may have to contact Adobe to change your Creative Cloud plan.

While there isn't a watermark editor, the cloud-based Lightroom CC desktop application does have a clone tool, and almost all of the editing tools that Lightroom Classic has. In the following screenshot, click on the bandaid to get to the healing/cloning tool, the slider icon to get to most other tools, and the brush, square and circle icons to get to tools to adjust just a portion of your photo.
