How do I pick a color when using HSL/Color?

There is no eyedropper so how do I choose a specific color from an image to change the HSL?

Not when you're choosing which color to change. At the top of the panel, click on HSL instead of Color.

Then click on the adjustment icon

Now you can click an drag on the picture to change the Saturation of the color(s) under the cursor. Same method for Hue and Luminance.

You have already told LrC to work on Aqua. There's no other selection needed. If you click on HSL (you have clicked on Color), you will get this screen, there's no eyedropper but there is a circular icon thingie (that's what I call it) which allows you to adjust the Hue or Saturation or Luminance by dragging in the photo.
