How do I stop address lookup question?

How do I stop the Enable Address Lookup popup? It might not be so annoying if after selecting No it also didn't take control of the cursor and show me where in interface I can pause address lookup. 

I have address lookup turned off in catalog settings. I don't want to use it. I have never willingly turned it on.

More background:

I'm a sports photographer. I have a prebuilt catalog where I do all of my initial importing and editing. This catalog has a number of collections and smart collections that help me do my job more efficently. After I'm done working on an event I will export that event into a new catalog for archiving. Ever time I open a newly created catalog the same popup appears.

You can turn off tool tips in the Help menu which at least will stop the cursor from taking over.

Thanks for the reply, but I'm not seeing it. I'm on Lightroom Classic for Mac.
