The little synchronize symbol does not appear next to smart collections. I guess it is possible to make a normal collection, synch that, then copy the entire smart collection every once in a whlle and paste the smart collection into the normal collection. I think that won't delete deleted photos though.
1) Create your Smart Collection
2) Create a Collection Set that includes the Smart Collection
3) Create a normal Collection that includes the Collection Set you created in step #2. Enable sync on this Collection.
Unfortunately, this will just sync a one-time snapshot of the smart collection. But if the smart collection results change, those changes won't get synced to LR Mobile. Most people who want to sync smart collections to LR Mobile want LR Mobile to be updated whenever the smart-collecti

Correct. Smart Collections are not supported for syncing with LR mobile. Hopefully that will change, why not add your vote in this thread from the feedback site:

Two years later and we still can't sync smart collections? I use smart collections for all my professional work, so this destroys the value of Lightroom Mobile for me.

Given the nature of the way dynamic result sets in databases work, I doubt that Adobe will ever implement that feature request.

I would like to do this, but does it seem to everyone else that it's impossible to add a Collection Set to a Collection, as JayEskmentioned in step 3?

LR won't let you add add a collection set to a collection -- JayEsk's step won't accomplish the goal. However, I just released a new version of the Any Source plugin that will let you sync a smart collection with LR Mobile / Web: Lightroom: Ability to sync Smart Collections to Lightroom Mobile / lightroom.adobe.com | Photoshop F...

steps 1 and 2 - no problem
step 3 - i can't figure out how to move a collection set (which contains smart collections) inside a collection folder
LR won't let me do that; maddening...

Also don’t forget that even if you get the collection to sync w LRM it will not include your LR edits in the synced images.

Ok, So this is what I do to get the most of the Sync capabilities of Lightroom and it works pretty well. Hope you like it.
I usually use this to select my favorites on the go and not have to be on my working station for so long.
1. I download all my raw files in my main device (iMac) with Lightroom Classic.
2. Create a smart collection that matches: Flagged and from a specific folder (My import file folder)
3. Create a cc Sync collection with all my photos from the project I am working on
-- At this point, I have all my photos in my cc devises as my iPhone and iPad
4. While in my bed, waiting rooms or wherever I have to wait, I pull out my phone or iPad and start flagging my favorites.
5. In the mobile devices, I filter by flagged and I can see my picks.
6. When I get home, I have my smart folder ready with only my selected photos to start working on.
7. If I have done any editing, it will be there too.
8. Export...

You can use Jeffrey Friedl's excellent little plug-in.
It'll automatically sync your smart folders to LR Mobile.
I've used it for years. It's donation ware.
Install and set-up is simple and he provides a video-link with step-by-step instructions.
(His explanation of how it works seems a little daunting, but that's more so you can understand what it's doing in the background)

Like many pros, I have far too big a shot library have all my photos syncing to the cloud (nor would I want to).
So the whole "everything on the cloud" mantra is a non-starter.
But I still need an efficient way to make sure specific project shots as well as my 5-Stars are always synced to my iPad.
Jeffrey's plug-in delivers a much needed capability in a simple, elegant way.
