I would like to get the Lightroom Classic without the montly icloud storage fees, I save all of my photos on my laptop and externial storge drive and do not need the icloud storage plan. Is this possible without the monthly storage fees?

It isn't about iCloud storage fees. Lightroom Classic is only available by subscription. The program is delivered via the cloud, installed locally on your computer, runs locally on your computer, stores images locally on your computer, just like previous versions of Lightroom have always done. There are features that enable you to share images in the cloud if you choose to do so, but that is optional. Lightroom Classic is updated via the cloud on approximately a quarterly basis. But the only way to have Lightroom Classic on your computer is to subscribe either monthly or annually.

It's not an "iCloud" storage, you get storage in the Adobe Cloud. But as stated, even if you don't ever use the cloud storage, you must subscribe. And the price is the same if you use the cloud or not. The subscription is annual, however you can choose to pay monthly but you are still committed to paying for 12 months.

Because Lightroom Classic is available only by subscription, if a subscription is not an option you want to consider, you’ll have to use one of the competing non-subscription applications that are somewhat similar to Lightroom Classic. Some are inexpensive, or even free.
How well they work for you will depend on which Lightroom Classic features you like the most, because the various competing applications cover different parts of Lightroom Classic, so you’ll want to pick the one that’s closest to your needs. None of competing applications do exactly everything Lightroom Classic can do.
