I have LR Classic Version 6.14 at present which works quite well,
but I want to update to Version 11. I do not want the cloud version.
But I am confused as to how I should proceed.
I understand there is a Photography Plan as well. This must be the subscription and includes Photoshop?
Is it LR Classic 11 and Photoshop 23?
What is the best way to order?
I am afraid of losing my catalogues in the process so would appreciate your help .
Please note that Lightroom Classic is not a 'cloud version'. It installs from the cloud and you pay for it though subscription, but that is all. All your images are stored locally and the application also runs locally. Just like Lightroom 6.

The only way to get Lighroom Classic is to subscribe to the Photography plan. ($10 a month)
It includes latest versions of Lightroom Classic, Lightroom (Cloud), Photoshop, and 20 GB storage.

There is also a plan at $20 a month with more storage, which is probably not what you want.
Start by installing the Creative Cloud Desktop App, that you use to download and install Photoshop and Lightroom Classic.

You will not lose your catalog, LrC will upgrade a copy of your catalog to the new format.
Make sure your computer meets the system tequirements.

Thank you for your replies. One question though. Once you decide to stop the monthly payment/subscription do you lose your catalogue? I expect the payment amount will change and could be a good reason to stop.

No, you will never lose your catalog. Lightroom Classic will continue to function, but the develop and map modules will become disabled.

As I expected, there would be problems with my installation of LR v.11 and PS in the Photography Plan. I worked with an agent who accessed my PC. Several hours later, Lightroom crashed during the process of me connecting folders. The message said "Sorry we have to disconnect". I lost all my 2021 and 2022 LR folders and collections.
Since then I have worked with two other agents; so I now have 3 catalogues, trying to piece this together again. I am still looking for more folders and backups from the old computer and LR 6.14. Is there a safe way to get help. Norton security blocked the last session I attempted.
Installing PS, etc. is still on the horizon. My question is can I install PS and the other apps myself? How do I do that without jeopardizing what has already been started. My trial period will be over before I even get this set up.
