I am using LR Classic and the make public button is no longer visible in the collection on library m

I am using LR Classic and the make public button is no longer visible in a photographic collection on library mode. Does anyone know how to restore this function? 

I also had made an album public for a client and they commented on this public album. Usually I can see this activity in my original album collection but I can't see the ones that they have hearted.
