Lightroom CC is subscription based and you need to subscribe to our Photography plan. See Lightroom and Photoshop | Adobe Creative Cloud Photography plan

You'll get many other apps including Photoshop,Bridge and mobile apps as shown in the screenshot.

The ability to sync your images across your device is only available with Lightroom CC. Take a look at this article https://helpx.adobe.com/mobile-apps/help/lightroom-mobile-faq.html

Sorry but I have a creative cloud account and also a LR5 version , also with this version I cant connect with my mobile LR version , because in Adobe LR tutorial seems possible

Please create a new Adobe Id for your older Lightroom version as you won't be able to use the Sync functionality with Lightroom 5. See the linked article How to convert a Lightroom CC trial to Lightroom 6
