Are you talking about Lightroom or Lightroom Classic?

Where are you trying to Import the photos, what folder specifically? Please show us a screen capture of the Import dialog box. (Include the screen capture of the Import Dialog box in your reply by clicking on the "Insert Photos" icon. Do not attach files)

The error message is suggesting that you may need to provide Read and Write permission for the destination folder that you are attempting to move/copy the image files to during the import process. You will need to use your operating system to make the adjustment, or select a different destination folder.
