Is it normal for some LR actions, like making a 1:1 preview, to use 100% of my CPU?

I have a new Acer Concept D 7, 1 TB SSD, NVidia RTX 2060 6 RAM, 16 RAM, iCore 7 9th generation 2.6 hz. I believe this is more than the minimum requirements for LR. When I try ask LR to make 1:1 previews in bulk, the CPU runs at 100% until the process is done. Is this normal?

I think it is normal. Creating 1:1 previews requires lots of CPU time.
