When I switch catalogs in order to sync a different set of images, the sync downloads everything online to the new catalog. How do I stop this behavoir?
I only use the online galleries to send photos to clients, freinds and family. The files I put online need only be available online if that makes sense?

You can't, because that is how things are designed. You can only sync one single Lightroom Classic catalog, so your current workflow is flawed.
If you use a different catalog for each client, then what you could consider is creating one special "Sync Catalog". That will be the only catalog that is synced and stays synced. If you want to place a collection of images online through this catalog, then export these from the client catalog and import them into the Sync Catalog. If you want to remove synced images from the cloud, then you can delete them from the Synced Catalog.

I think I was not being clear. I know I can only sync on catalog at a time, but what I am trying to avoid is that when I switch catalogs to sync photos, all photos that are stored online are downloaded to the new catalog? What I would like to do is just have it be one way, I only want to upload images to the online galleries, I do not want the existing images to download to my newly sync'd catalog?

You were perfectly clear and I hoped I was clear too. You can't stop this because this is how it is designed. If you sync a different catalog, then everything that is already in the cloud gets downloaded into that catalog. There is no way you can have images that are only in the cloud and not in Lightroom Classic.
