Keyboard stops functioning after moving an image in a collection

I have a long standing bug in Lightroom Classic which I have lived with for a long time, but hopefully a fix can be found for, or at least an explanation as to why this happens. 

If I move an image in a collection while in develop module, so creating or amending custom order, then the keyboard ceases to function in lightroom. The cursors, shortcuts, or any keyboard action doesnt work. The only way to get the keyboard active again is to switch to Library module, then back to develop, and the keyboard is restored. This happens every time I change the image order. 

Has anyone else experienced this, or know why it happens?

Please do the LR menu command Help > System Info and copy/paste the entire contents here so we can see exactly which versions of hardware and software LR thinks you're running and important LR options that are set.

Try resetting LR's preferences:

LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior. That article explains how to restore the old preferences if resetting doesn't help.
