Another weird bug in LrC 15
In Library Module selct more than 1 Photo.
Add Keywords.
Keywords are added only to the first selected Photo.

So, if it was your fault, I guess you know the answer to the question above.
Auto Sync has nothing to do with Keywords, so I don't understand your solution to the problem. Maybe the real answer has to do with this, maybe you need to select "Selected Photos"

And make sure you are in Grid view, not Loupe view.

Sigh, not even experts can remember all of LR's inconsistent rules about multiple selections -- each of the replies above is not quite right or incomplete. (I can't remember, so I always test before replying.)
In Library Grid view, keywords apply to all selected photos.
In Library Loupe view, keywords apply only to the current photo, not other selected photos, unless you have Library Auto Sync enabled. (As @wysiwygot remembered.)
The options Target Photo | Selected Photos doesn't affect keywords in Grid or Loupe view, just fields in the Metadata panel.

There were suggestions made some time ago (perhaps worth reviving) that the cursor icon should change informatively, whenever LrC goes into a multiple editing mode.
Such an indicator would IMO largely draw the dangerous fangs of AutoSync: because that cursor would be constantly 'under the user's eye', unlike the AutoSync toggle (which may be forgotten about, or whose significance may not be realised).
But this cursor change could also help the user so far as Grid/Loupe. When multiple images are highlighted in Filmstrip and you switch between Loupe / Grid it will be directly evident whether those multiple images or just a single one are currently targeted for change.
And the same cursor change in Develop, to warn of its own separate AutoSync being active or inactive.

It is true that (leaving AutoSync aside) in Library module it is Grid View / Selected Photos which produce selection-batch keywording, and Loupe / Targeted which produce targeted-image-only keywording..
But if you activate AutoSync (in Library module): you've now forced batch working regardless. Doing it this way you don't need to be in Grid view, for example.
To be clear: this is for Library only, completely distinct from the AutoSync function seen in Develop module.. That one does have nothing to do with Keywording!
