To change the language in Photoshop, you have to uninstall it first, using the CC desktop app.

Then click your avatar in the top right corner of the CC desktop app and choose Preferences from the menu. Change the install language to Nederlands, then reinstall Photoshop.

In LrC go to Edit > Preferences > General to change the language. For the change to take effect you have to restart LrC.

You do not have to uninstall anything. Photoshop can have multiple language options. Just change the app language in the Creative Cloud app to Duch. What you will notice is that all of a sudden Photoshop is no longer listed as installed, so you can install it again. This will go very fast, because in reality you will only install the Dutch language package, not the entire app. Now, in the Photoshop preferences - Interface, you will be able to switch between Dutch and English. I use this all the time because I teach in Dutch but prefer my own Mac to run all apps in English.

OK. I didn't know that.

The Adobe Help page says to uninstall and reinstall.

The part about uninstalling and reinstalling is definitely wrong. If you do that then you won't get the multiple languages in the preferences as shown further down the page, because then Photoshop will be installed in one language (the one you just changed to) only.
