Selecting one star either at the top Library Filter or bottom above film strip although they are synchronized no images match. As soon as unselected all images come back including ones that are rated.

In the library menu bar,
Select each filter, and see if any need to be reset. In fact reset each one. If the Enable Filters Option is selected as on, turn it off. Then return to your attempt to filter. I find sometimes something gets wonky with the .filters Could be that a filter turned on is being overlooked, and resetting to none helps clear up the trees from the forest.
