Lightroom 6 re-install

Hi,

My Lightroom 6 didn't start on my computer so I re-installed it.

Now it doesn't start. Every time I open it on my computer it wants me to sign in with my adobe ID. After that I have to accept the new terms and condition but then nothing happens....

Does Lightroom 6 not work on the computer anymore? Only in the cloud??
