Lightroom and computer CPU useage

I am using a HP all in one with Win11 and LRC, I happened to look at my Norton 360 while doing my windows  update downloads and happened to notice 3 instances of Lightroom using up my CPU when the program isn't even open. 

1. Why?

2. How do I stop that from happening?

I've heard several accounts of how Norton tries to take over your whole computer (and by the sound of it succeeds). I would not be surprised if Norton itself is doing this.

 

Given the amount of resources Microsoft pour into security nowadays, it's hard to imagine any third party doing any better. Most likely, it will just interfere and conflict. Frankly, I'm surprised there's even still a market for it.
