Lightroom Classic 11.2 hangs on "Reading Preferences" on Macbook pro Big Sur 11.6.5

Problem

Lightroom updated it's version and stuck on startup at "reading preferences" screen everytime I try to use Lightroom 11.2 or older.

Computer is Macbook pro 13inch Big Sur 11.6.5 (cannot be upgraded further)

 

Steps I tried that didn't work

  • Started Lightroom Classic with fresh preferences using Command-Option-Shift
  • Completely deleted the Old Catalog to try fresh
  • Completely cleared any Adobe software of my computer and deleted all Adobe settings/preferences from Library/Application support folders.
  • Used Adobe uninstaller to completely remove Creative Cloud
  • Reinstalled fresh version - no luck, still hangs.

What works

  • Tried installing multiple previous versions multiple times, all worked as long as it was LR 11.1 and under. Anything 11.2+ hangs.

Conclusion

Adobe's bug? Not sure how to proceed.

Exactly the same. Anything above version 11.1 doesn't work. Anything below and including version 11.1 works fine. I replicates this over and over again with multiple versions.
