Hi!
I've had this problem for some weeks now that the Lightroom window insists on staying on top of other windows. Alt+Tab does not open an app on top of Lightroom, but it simply will not display that window if it's on the same screen with Lightroom. If I have Lightroom not maximised and I move another window to where Lightroom is, it will slide under Lightroom. If I have Lightroom open (not maximised) and another window under it(maximised or not), and I click on the top of this other window, it will not go on top Lightroom. This does not happen with other windows. I've searched for the solution from both Microsoft Windows side and Adobe side. I did find some threads regarding this issue from Adobe community, but they were either old (f. ex. from 2012) or just didn't apply to my problem.

Hi Timo,
We're sorry about the trouble with Lightroom Classic on your Windows 10 machine. Does this happen only while launching Lightroom Classic or all the time when you have Lightroom open?
Have you tried to re-install the application to check if it helps? Also, please ensure that ou have all available Windows updates installed on the computer.
You can try to reset the preferences of Lightroom using the steps mentioned here: https://adobe.ly/2JSym5e
Please backup your presets prior to resetting the preferences.
