Lightroom Classic Exporting error

I am having an issue with Exporting in Lightroom Classic. When I export a group of edited photos as JPEG with a 16MB size limit, in nearly every export I have one or two that export as Camera Raw Images, well over the file size limit and have a different date on them than I shot or edited the pics, often different dates with each other.. Which pics are wrong is random with each export, although if I redo the export of the same group, the same ones are wrong. I can correct, by exporting individually. This has happened on two separate computers, and for shoots where different cameras and cards are used. I just got a new laptop and installed LR Classic on it, same issue. Any ideas.
