LR 14.1.1
I have recently moved from an old iMac to a new Mac Mini using Apple’s Migration assistant. Everything seems to be working properly in Lightroom except for the keyword issues I have described.
When I turned on LR this morning it told me that it was creating a new catalog that would be compatible with my 14.1.1 LR. I am on a new Mac so I don't know if the keywords were working prior to the new cataglog creation..
Does anyone know of a solution?

I closed LR. Then I reopened it. After reopening it all of the Key Word tags appeared and it is now functioning properly.

Hey, @. Welcome to the Lightroom Community. I'll need more info to help you figure this out.
Where is the catalog stored? On the internal, or external drive? Try these suggestions:
Press and hold the OPT key & launch Lightroom Classic with a new catalog > go to File > Import from catalog > target your old, or the recently upgraded catalog. Proceed with merging the previous catalog into the newly made test catalog, an internal storage-based catalog & check if that helps. For more help via video-based steps, check here. - I cannot create new tags.

Details, please! Exactly what steps are you using to create tags? Please be specific.
What happens when you try? What is stopping you? If there is an error message please quote the complete unedited word-for-word error message.
