Lightroom Classic is not opening. Photoshop and Bridge open right away. I'm not sure what the issue is. I did notice a corupt catalog folder in the lightroom folder, but I'm not sure what that means. I've tried to uninstall and install again and also reset the preferences.

Please post a screenshot of the folder the catalog is in. As seen when using Windows File Explorer

So in that first photograph you have a lock file. If LrC was not running when you took that, and if that lock file is for the catalog you wanted to open. Then something went wrong the last time you ran LrC, either it crashed, or you force quit LrC, as a result the lock file did not get deleted, and prevents opening that catalog.

I since deleted the lock file but still not able to open it. Also, when I open task manager lightroom is in the background processes.

I've tried uninstalling again and installing and it still won't launch.

I imagine you open your catalog by simply double clicking on your LrC shortcut icon. And I assume your preferences in LrC are set to open the most recent catalog.
I recommend that you see if starting LrC with a new catalog will work. Not to fix your issue, just to run as a test. Is your problem with the app, the catalog, something else.
An alternative way to open Lrc is as follows (their are others). This one allows you to select a specific catalog that is not the last one used, or for that matter to create a new one.
