Lightroom classic release 9 - no 'sync with lightroom' option in context menu

Hi I am a long time Lightroom user (though not an expert) .. I would like to get started with Lightroom mobile but have a really stupid problem, My Lightroom classic (just recently upgraded to release 9) does not present me with a 'Sync with Lightroom" option when I right click a collection. No is there such an option in the 'new collection' dialog box.

Obviously I have something setup wrong - but what ? 

Any thoughts?

Is Sync enabled for this catalogue? Go into the Activity Area at the top left and you should see something like Start or Resume.

I assume you aren't trying to sync a smart collection - that can't be done.
