Try this: Go to MacOS 'System Settings - Security & Privacy' and add Lightroom Classic to "Full Disk Access". Click on the lock icon to unlock the settings, then click on the plus icon to add Lightroom Classic if it isn't already listed. If it is listed, then just enable the checkbox.

Your screenshot indicates that LrC is stuck at reading the preferebce file. Cabn indicate that the preference file is corrupted.
The preference file can get corrupted leading to buggy behavior. A corrupt preference file will survive uninstalls, updates, and upgrades. By renaming or moving or deleting the preference file you create a situation where LrC will recreate a fresh new one upon startup of LrC. Be aware various settings will revert to defaults.
