I have had continual sync issues any time I attempt to add another collection to sync. I have repeatedly had to resort to the nuclear option and delete all sync data and completely rebuild. Once I get things running ok Lightroom always says it has 85 syncing and I have learned to just ignore it. I am currently using Lightroom Classic 11.1 but have had this same problem with earlier versions.
In my latest attempt to sync something I added a collection with 42 images that I wanted to share. I clicked on the sync button and Lightroom did not sync the extra 42 images. I waited a long time and checked the web and no joy. Lightroom sync preferences showed no activity and 0 uploads, 0 downloads, and 0 pending. So I went to the sync Alt menu told Lightroom to rebuild the sync data. It is now stuck on synincg at 9411 and it never changes and there is barely any network or CPU activity out of Lightroom. This number now includes the extra 42 images at least. I should note that the original synced images have the sync icon on each thumbnail in the library grid view that says pending but the 42 new ones do not have any icon on the thumbnail but they do show up with the "All Synced Photographs" filter on.
The last time I needed to share images with someone I ended up deleting all the sync data and letting Lightroom start all over. It still ended up stuck at 85 syncing, that never went away. I'm tired of not being able to simply add some images to the cloud and need a fix for this.
I've generated a Lightroom sync diagnostic file but I'm not sure what to look for in order to determine what my problem might be let alone know how to fix it.

Step #1 there are no errors or a Sync Errors/Issues Album shown. In the upper right the cloud icon just shows me how much storage is used. The albums that are there appear to be intact.
Step #2 my sync count has not changed since I attempted to add a collection to sync. It has been stuck at 9411 and the number has not changed despite me attempting to remove some of the categories from the sync. This is after telling it to rebuild the sync data. The All Synced Photos collection shows 9473 photos despite my having removed many collections.
Step #3 the upload/download/pending are all at zero and never changes. Most of the images have the sync icon in the thumbnail with the note that sync is pending. The photos in the newest collection I attempted to sync does not have the sync icon in the thumbnail even they they appear in the all synced photos collection.
I will attempt Step #4.

After renaming sync.lrdata and running Lightroom again, the sync went through and the new pictures from the added collection synced with lightroom.adobe.com. When the sync dialog stops updating in Lightroom Classic however, it settles at syncing 85 photos and never drops to zero, which has been a long term consistent behavior even prior to my latest syncing issues.
I have only ever (to my recollection) added photos to sync by syncing collections. When I tally up the photo count in the sync'd collections in Lightroom Classic there is 1270 photo count difference with the lightroom.adobe.com count being higher. The All Synced Photos collection in Lightroom Classic almost the same as the total photo count in lightroom.adobe.com. For each album the photo count in lightroom is consistent with each collection photo count in Lightroom Classic.
Is there a way to filter for photos that are not in albums on lightroom.adobe.com or synced photos that are not in collections in Lightroom Classic so I can remove all the extra photos that should not be synced? There are close to 4000 photos and over 1000 are being synced that are not in an album or collection that I would like to stop from syncing and possibly fix the stuck at 85 problem. Maybe that would gix my problem with syncing failing when I try to add a collection from Lightoom Classic as well?
