I have seen advise on how to dlete synced data on this forum, which instruct to go to Lightroom Preferences. But in my version 12.1 with Mac Ventura Lightrrom Preferences does not exist any more.
I have my syncing stuck with 107 files to sync and I have 5700 synced files. But I only have nine albums synced in my libray comprising only about 700 images.
Q1. how to clear the stuck sync
Q2. how to clear all 5700 synced files. I presume that clrear the synced files of iCloud will not affect my LR catalogue.

Welcome to the Lightroom Community. I'll need more info to help you figure this out.
You should find the hidden sync menu when you press the OPT (macOS) or the ALT (Windows) key in the Lightroom Classic Preferences > Lightroom Sync tab.
Apply flags or rating to some of the images syncing in Lightroom classic & let Lightroom sit idle for 30-40 minutes to finish syncing. Log on to Lightroom Web (https://lightroom.adobe.com) & check for any sync issues on the web. Before making any changes to sync issues, do locate & back up these images away from Lightroom. Lightroom sync might not function as expected as there are sync issues.

Using the link @Sameer K has (lightroom.adobe.com) click on the account icon (where you have your profile photo). From there, click Account Info. Delete Lightroom Library is available.
Clearing the library doesn't affect Classic, and files should start to sync again. Still, only do this if you're sure you want to. It might be shorter to follow Sameer's advice.
In Ventura, Apple changes Preferences to become Settings.

Thanks Sean. I deleted all synced images in iCloud. And found and was able to delete the images which were blocking sync- owing to chnaged location of the images. Have now re-synced collections and all is good.
