Lightroom Classic won't quit stacking

I  am having major issues today with Lightroom and PS, I have uninstalled LR 4 times, rebooted, and reinstalled and I still can't correct these issues: 

1.  it keep stacking even though I have it unchecked  LR 11.3.1 it's never stacked what I sent to PS as another, it will return as a PSD when it's been completed, but it's never duplicated the same file (my preferences have always been do not stack, however it's ignoring my selection. 

2. LR can not see PS it's greyed out, I have redirected it but why?  I changed NOTHING overnight and this just started today.

This was corrected by uninstalling and reinstalling PS and LR again!   Apparently 4 tries was the answer.
