Lightroom hanging on reading preferences. Have tried reseting preferences. Still not working

The only solution I have found is reseting preferences which I have tried manually and with the option key down. followed by reboots. Anything else I can try? 11.3.1

This may not be related to preferences per se. Try granting full disk access to LR:
