Lightroom is very slow (eg. slow program menus) despite powerful computer, what can I try?

The program feels very sluggish in general, for example when I press the triangles to expand sub-menus within Develop module  (such as. Tone Curve, HSL, Color Grading, Detail etc) I have to wait several seconds just for the sub menu to expand. As a result, just doing a bunch of quick edits takes forever. 

Lightroom was much faster years ago on much slower computers I've owned before. 

The program recognizes my RTX 2070 super (with updated driver), but I don't feel much difference from disabling or enabling graphics processor. 

I have good performance from other software/games. Any ideas what I can try? (I've done all the obvious things like updating to the latest version of Lightroom, gpu driver etc)

Also, if you are using any Logitech plug-ins, try disabling those.

Also check Task Manager to see what other services are running and if any are using high CPU

It's noticably faster now. Not sure if it was some GPU/windows up update over christmas. Don't think resetting the preferences made much difference. 

I can tell from the task manager that nothing else is using much CPU/GPU, and even doing the slow/laggy actions such as collapsing/expanding the sub menus hardly use any resources. Memory is high, 11/16 GB are in use (half of that from Lightroom), but this number is stable.
