Lightroom not applying selected preset in develop mode

When in develop, the presets are not applying. They show a preview, then when you select, nothing happens. The application has been deleted and redownloaded twice. Presets have worked just fine before, no changes (that I am aware of) have been made. Presets do apply in the library mode. I can copy and paste a previously edited photo and paste to new photo? Not even factory installed presets work.

This was the fix for me. Resetting the startup preferences.
