LR13 - noticed the last couple of days, that when I apply a normal filter for example 4 stars and above. There are some files that ignore that filter and still display. In the attached screenshot, you can see the filter applied, but there are 2 star images still in the filmstrip area. This has happened a few times now.
Might be fixed in 13.0.1 but not upgrading to that just now as there are multiple reports of crashing upon startup being reported.
Repeating the rating setting by clicking on it a second time clears the 2 stars. So it's a minor bug, but annoying nonetheless.

@Rikk Flohr: Photography Does that fix the issue of the Ratings not working correctly? Or are you just explaining how to clean install 13.0.1 then retest?

I am unaware of any issue wrt ratings. There is nothing widely reported.
My guess is a clean install of 13.0.1 would make the problem disappear but the same could be said of a clean reinstall of any version.

Update - I deleted all preferences, as per instructions. A few days ago.
Today, as I'm editing these portraits. I noticed the same BUG - 2 star images are clearly in the set displayed, even though there is a 4 star and above filter set. Not good......

There have been a couple of other reports of flakiness with the Library Filter bar in LR 13, but I haven't seen any clear resolutions yet.
Some more troubleshooting steps:
1. Your screenshot shows the Text and Metadata browser options enabled though with no selections. Try turning those off by clicking on Text and on Metadata:
2. On the right end of the Library Filter bar, click the dropdown menu that says Custom Filter and select Restore Default Presets. That sometimes clears up internal confusion in LR's filters (it doesn't affect any custom filter presets you've defined).
3. Try deleting the Helper.lrdata folder:
a) Do Catalog Settings > General > Show to open Finder / File Explorer on the current catalog folder.
b) Exit LR.
c) In that folder, delete the folder "<catalog> Helper.lrdata".
d) Restart LR, and it will rebuild the folder.
The Helper.lrdata folder caches information about metadata, keywords, folders, collections, and other things to speed the performance of LR and it can sometimes get corrupted. In recent versions, LR has used it more heavily to improve the speed of displaying metadata, and there have been a fair number of bugs with it.

Did a clean install as recomended by Rikk Flohr. That was a few days ago. Today, the issue has happened again. As per attached screenshot, I marked two images as two stars and I presumed they'd dissapeared as I have a 4 star filter on. However then I looked at the filmstrip and saw that they are still there, showing 2 stars.
This isn't the normal behaviour one would expect. As previouisly, as soon as you changed the rating the image would dissapear as it no longer matches the filter.

Did you already try resetting the preferences? A reinstall does not do that!

The preference file always survives an uninstall/reinstall of the App.

Now on version 13.0.2 - this issue is still present. I tried all the previous fixes mentioned in this thread.
If you are looking at only 4 star images - then demote an image to 2 or 3 stars. The image doesn't appear to go from the grid. Or rather sometimes it does, sometimes it doesn't. Look at this screenshot, the filter is clearly set to 4 stars and above - and yet there are 2 and 3 star images clearly on screen. The only way to get only 4 stars is to click the 4 star choice off, then on again.

There's one more ste of workarounds to try, that could help if the issue is a corrupted index inside your catalog:
1. Create a new test catalog and Import with the Add option a couple hundred photos that include the photos with which you've observed issues.
2. If the problem doesn't occur with the test catalog, in the main catalog. do File > Export As Catalog with just the option Include Available Previews selected.
3. If step 2 doesn't help, then do File > Import From Another Catalog into a fresh new catalog, with the option Add New Photos To Catalog Without Moving.
Steps 2 and 3 sometimes remove inconsistencies or corruption in catalogs, with step 2 anecdotally more effective than step 3.
