LR Classic 11.0 is incompatible with my current system

LR folks,

According to Adobe, to be using LR Classic I would have Windows 10 v 1903 at least. 

Now I read that I need v 1909 to download LR Classic v. 11.0. How do I get v 1909 or greater so I can use LRC v. 11????

I am not a Windows user (I do have an XP machine) but can't you just tell Windows to Update or is there an issue with your computer specs it will not meet the requirements to do an update?

incompatible with V 11.0. No suggestions offered.

If for some reason you have Windows 10 but it is a Enterprise edition like LTSB or LTSC, you may be out of luck.
