Looks like you have chosen a New Objects mask, but haven't actually selected an object yet. That is why the mask item is called 'New Objects'. This will change to 'Object 1' once you actually selected an object, and then you'll see those buttons too. Because you have not selected an object, there is nothing to add or subtract yet.
