LR Classic v11.1 on Windows 10 stuck in import loop.

After update to v11.1 my LrC stuck in the import loop.

I have initially performed importm and after that 
I can close import window, but it pops up second later and not letting me continue with my work.

I have rebooted laptop disconnected all pereferial devices, no luck.

There is nothing connected other then C: drive where program installed.

Even when I click cancel - there is an import in progress bar shown for a second and then import window jumps back blocking me and preventing access to main screen.

Try resetting LR's preferences:

LR sometimes soils its preferences file, and resetting it can fix all sorts of wonky behavior. That article explains how to restore the old preferences if resetting doesn't help.

Unfortunately reset of preferences did not help.
