I posted yesterday about delay in Develop Module and forgot to attach System Info.  After being reminded (thanks) I tried to post four (4) replies that included the Info.  None of them seem to have made it to the forum.  So, I'm starting a  new thread with the same unsolved issue and Info attached.  Issue example:  as a test I set White Tone at -100 then adjusted to +100.  Took 21 seconds to make change on image.

BTW, noticed my Memory Cache size is 0.0, could that have an issue???
