LR unresponsive after installing latest update

Since installing the latest update for LR Classic, the program becomes unresponsive each time I click an action in Develop mode. It lasts for several seconds and I'm only able to perform 1-2 actions and it becomes unresponsive again. My ability to edit is significantly compromised.
I am running Windows and have LR Classic v 12.21

Two things to try:

  1. Reset preferences
  2. Change the settings for the graphics card in LrC (Preferences->Performance->Use Graphics Processor)
