LrC asking for access to standard folders (still)

This is also posted in the discussions but I am convinced there is a problem here.

On startup, LrC 13.0.1 on MBP 2019 with MacOS 13.6.1 keeps asking for access to standard folders.  I believe this has been happening for several versions but I have been away from LrC but finally getting frustrated seeing the pop-up. I could use the Don't Show Again checkbox but I am concerned something is not right.  I have given LrC access to Files and Folders. Others said that I needed to also provide full disk access. I questioned this. There doesn't seem to be a good reason for LrC to need full disk access, and if that is what is required, the error message should say as much. 

Ok I gave in and decided to go ahead and add Full Disk Access if that is what is required, but in fact, LrC is not asking for Full Disk Access so no way to do that.

I implemented the workaround to manually add LrC to the Full Disk Access list and the warning no longer appears. However the issues still remain - 1) The error message does not properly reflect the issue and 2) LrC (nor Photoshop) adds itself to the Full Disk Access list requiring the work around.
Further, why is LrC requesting Full Disk Access? It "seemed" to be working fine with it. Please explain what actions are required for LrC such that it need Full Disk Access.  There is a principle in computer security call Least Privilge. That is a user or program is only given the access that is required to complete its task. It is hard to see why LrC could need Full Disk Access when it only acts on files and folders.

That is not a workaround. That is a requirement, care of Apple. And the problem probably occurred due to a overlooked Apple message during an install.

Perhaps it is due to an overlooked message but I still consider it a bug that LrC does not specifically call out the need for Full Disk Access as every other app that requires it does. I'd still like to hear from Adobe what on earth LrC is doing that requires Full Disk Access, especially since it seems to work just fine without it. Oh well, at least no more annoying pop-up message.
