So I keep experiencing an issue with Lightroom crashing on occasion and it tells my there was a problem with the catalog and needs to relaunch. Upon relaunching it says it needs to repair the catalog and then restart which always works fine. This morning I noticed there is a folder on that drive that says "corrupt catalogs" which has around 7 catalogs in it. Each one is over a gig is this folder OK to delete? The main catalog still exsist not in said folder but I see these as just taking up space

You really need to figure out the crashing. This sounds like an untenable situation, if you're producing a steady stream of corrupt catalogs.
If the catalogs really are corrupt you have no need for them anyway. They can't be fixed.

Yes, you can delete these but I agree with @D Fosse a that you need to find out what is causing this, because it is not normal and one day Lightroom may not be able to repair the catalog after the next crash.
