LrC crop tool issue: not allowing me to grab corners/sides

Unable to grab corners/sides to make crop adjustments. Either nothing happens at all or it zooms the photo and closes out the crop tool. On occasion, the crop tool works as expected (1 out of every 10-12 tries perhaps?) 

When attempting to use rotation, it creates a small crop in a corner of the photo and zooms in to portions of the photo rather than doing anything with rotation. 

I'm using LrC, cloud version on a PC Windows 10.

That may be a typo.

Are you using Lightroom Desktop a.k.a Lightroom Cloudy or Lightroom Classic

Please state exact Adobe program name and version as in:

• Lightroom, version 4.3
• Lightroom Classic version 10.4
