Have you checked for a .lock file in the Lightroom folder?

TY for your prompt response.  I now have the LRC site opening however cannot open any photographs they are all blank.  I recently upgraded to a new PC and MS One Drive is installed.  But was able to source my photos after the upgrade. I suspect that may be part of the issue as all my photos were stored on the old hard drive.  It looks like I will have to reload them from my external hard drive again. Many thanks for your assistance.

If by reload, you mean re-import, do NOT do that. That would loose all the edit work you have done on the photos.

In the Folders list on the left in the Library module, right click on the top level folder and select the "Find Missing Folder". Then point LrC to the new location on the new drive.
