LRC takes 10 minutes to load - Help

Hi all. Please help, I have tried everything..... When I open LRC it now takes between 5 and 10 minutes to load (Windows 11 pc). Once loaded LRC is fine and I can edit etc.

I ran Norton antivirus clean-up on my C: drive yesterday, and assume it removed a critical file that impacts the time that LRC takes to loads. I restored a catolog backup of LRC, disabled all plug-ins, uninstalled LRC and re-installed but it still takes forever to load. I have enough RAM and Disk space on my PC and external drive (where images are kept), because I was running /loading) LRC with no issues yesterday prior to Norton clean-up. I disabled Norton. Disabled Graphic processor.  Ran Optimize catalog. Reset my pc many times.  None of these steps solved my issue.

Anyone have ideas? (LRC v 13.3.1 RAW 16.3.1)

Create a new catalog and test opening that new catalog. Is it also slow....

Thank you. I tested opening a new empty catolog and is is still slow to launch.

Oh, and I should have asked:

 

Please post your System Information as Lightroom Classic (LrC) reports it. In LrC click on Help, then System Info, then Copy. Paste that information into a reply. Please present all information from first line down to and including Plug-in Info. Info after Plug-in info can be cut out as that is just so much dead space to us non-Techs and it takes up vast amounts of scroll space making the reply less readable and less likely that others will bother with your post.

If you have buldin a CPU with an internal graphic processor, try to disabling the processor internal graphic card.

Or you're using more than one graphics card in Windows, your high-end card might not be set as the primary card. To disable the lesser of the two cards, use the Device Manager on Windows. In the Device Manager, right-click the card's name and choose Disable.

Another try is to resetting the preferences of Lightroom Classic:

It's recommended to backup your preferences before you reset the preferences to the default settings:

Do you have done a clean installation when you reinstall LR? If no, the follow the steps below:
