So this behavior is something new. I've been using LrC with a Synology NAS as my catalog storage for some time now.
I recently noticed som sync's being hung. I would run through my workflow, editing photos and such, and then notice the sync was hung on a few images and their "metadata". I would have to "remove these from all synced photographs" to clear out the queue, and move forward. That sucks because then I had some issues adding those images back into the correct collection.
But anyways, the issue seems to happen when I am just navigating around in the Library module in a catalog that is stored on my Synology drive (I have some catalogs on my local MacBook Pro drive that do not exhibit this behavior)
When I click and image, it's fine.
When I open the image in the loupe view, it starts a metatada sync
oddly enough, it syncs 2 photos which are the one I clicked, and the immediately proceeding image in that catalog.
I've attached a video for reference
this metatdata clears out pretty fast, UNLESS I'm moving around, zooming into photos, and then making edits, it appears that the sync queue gets jumbled up and the above mentioned metadata sync gets hung up so no other syncs move through. It just bottlenecks the system.
In Sum: I know LrC - Lr syncing is not the most elegant system, but it worked fine for me for years! I'm curious if anyone else using LrC - Lr - Synology NAS has experienced this or has any insight into the issue described here.

I just tested with an SSD
Same behavior with an SSD, so that rules out it being a Synology related issue.
another video for reference
In the latter part of the video, you can see I cycle through a few photos, and they all are forced to sync metadata, no edits being made, no "changes" that I'm aware of. What is Lightroom doing? strange.
But if I were to cycle through and select picks and ratings / minor edits and what not. That's when things go south. These weird fake metadata syncs cause all the valid changes to either not take at all, or they hang for an indefinite period of time until I "remove them from synced photos", which leads to the trouble of adding them back

Hi @Timothy274404869hhd! Welcome to the Community!
Thanks for sharing the videos. Could you try logging out of the Creative Cloud App, Lightroom Classic, and rebooting your computer? Sometimes that's enough to reset the syncing.
Another thing we can try when LrC syncing is stuck is to 'rebuild sync data.' This is a cache that LrC uses for syncing information and can be reset and rebuilt without deleting the images from the cloud. To do this, go to the LrC preferences, then the Lightroom Sync tab. Press and hold the Opt key, and a 'Rebuild Sync Data' button will appear. Clicking on that will initiate the reset of the sync data cache, which might take a while depending on how many images you are currently syncing.
Let me know how it goes.
Thanks!
Alek

Alek.
I tried option 1 of logging out of my Creative Cloud, restarting my computer, and then signing back in. The problem was still there.
I'm trying to re-build sync data now. I follow the steps outlied above, but it just restarts LrC and then opens up, and there is no progress bar.
not it seems there are random "downloading assets" and "download complete" items in the sync queue. but only like 2 photos every 5 minutes or so. How do I know if it is activley re-building sync data?
