I've seen a few reports here of slowness with 11.1 on M1's that going back to 11.01 seems to fix. You do this in Creative Cloud app. On the Lightroom Classic line, click the elipises at the end and choose Other Versions. Choose 11.01.

Copy and then paste settings is pretty much instantaneous on my MacBook (same specs, except for 32 GB RAM) with LrC 11.1. And I do have two 4K displays connected to it... I tried it in the develop module as well as in library grid. One thing I may have done differently: In the Catalog settings I have set the previews size to 2880 px rather than to Automatic.

Adding to Johan's post. Using my 16-inch MacBook Pro M1 Pro 32GB ram with and without external 4K monitor Copy/Paste Settings, the changes are near instant. I also have and M1 Mac mini (16GB ram) connected to a 4k monitor and Copy/Paste Settings, the changes are again near instant.
BTW, I see no time difference between 1:1, native Monitor/MacBook Pro screen or 2880 pixels, all of which only applies in the Library module. Therfore, should have no impact on performance in Develop module.
As Sean has already mnentioned, some folk have found downgrading to 11.0.1 or even 11.0 can help, but I have no idea why as nothing was changed in 11.1 that would have caused a performance degradation between versions.

Correct, but the OP didn't mention where he used copy/paste, so I thought it would be wise to mention it.
