move from library to develop module

I cannot move a photograph from the library module to the develp  module. The develop is blacked out.

What do you mean with 'move'? All you need to do is select an image and then go to the develop module. If that option is dimmed, then most likely you are running Lightroom Classic in 'expired' mode. That means your subscription is expired, and so the develop and map modules no longer work.

Well the account is paid up and up to date, and I still cannot move a photo from the library module to the develop module.

Again: what do you mean with 'move a photo from the library module to the develop module'? Describe what you are trying to do and what does (not) happen. Maybe it's just semantics, but one does not move photos between modules.
